Overview:

Step 3 of the THIRA process establishes capability targets based on risks previously identified in Step 1 and Step 2. For the Graniteville train derailment/chlorine release scenario, we will use the same risks identified to establish capability targets in Step 3. 

Make sure to download and have access to the Target Capabilities List. Do not print this document – it is over 700 pages long!  (

Instructions:

 • The information gathered in Steps 1 and 2 is provided in the worksheet. You will be required to complete the critical tasks associated with each of the capability targets for each risk item, using the TCL as your reference source. 

• Page numbers from the TCL document have been provided. All you need to do is look up each critical task, copy it, and paste the provided critical task information on the worksheet.

Requirements: 

• Earn 5 points for each correct answer entered on the worksheet –under the column heading titled “Critical Task & Page #”; there are 20 entries for a total of 100 possible points earned.
